Sir:-
I laid before the Marquess of Lansdowne your
letter of the 15th instant enclosing a telegram
from the Governor of HongKong, in which he remarks
that no steps have been taken to secure immediate
punishment for the attacks on the British Steamer
"Lungkiang" off Lu Klao and on Her Majesty's Ship
"Robin" when proceeding to that place.
I am directed by His Lordship to call attention
to the telegram from Her Majesty's Minister at Pekin
which was communicated to you on the 9th instant,
stating that he had concurred in Vice Admiral Sey-
mour's proposal to authorize Her Majesty's Gunboate
to inflict punishment for these outrages, if the
local Authorities did not give immediate redrese.
